DL Blocks showing?

I can not seem to ge the download block to show for guest users. I would like it like xoops.org. Guests can download but not submit.

I'll goto the admin area. -Block Admin- and use the drop box to sleect Guest. The list shows up but downloads (and infact half the blocks) do not show.

If it helps I changed anonymouse users group to 'Guest Users'. Im using XOOPS 2.0.7

I just answeredmy own question:

Umder System Admin I went to groups. U have u allow access to the block/module in order for the BLOCK Admin to display it. And from there u position it.
