BUG:
when you download the zipped version of XOOPS 2.0.7, the file main.php in modules/system/admin/groups/ is missing and thus you can't setup the groups.


WORKAROUND:
solution download and uncompress the tar.bz2 (linux/unix) archive, and copy over the missing main.php file.
