I currently have XOOPS in my site root;
www/html

I want to move it to;
www/html/xoops

What do I need to change please (apart from move all files)?

As far as I can see, it's just two changes in mainfile.php - can't be that simple - or can it?

i think thats all you have to do, just moved two sites (one host to another) myself and it was relatively simple.
