I have just started to test xoop and seeing how it works.
So far it looks like what I would like to use. The only
problem is that I would like new members to register with
Japanese characters. I have tried that and it says "ERROR: Invalid Username".

Is there any way to change a setting or something?

go to System Admin -> preferences -> User info
change "Select the level of strictness for username filtering" to Light.
