The Blocks section for unregistered users does not show any of the modules for content, including tinycontent. Does anyone have a suggestion?

check system admin --> groups --> anonymous for show block to unregistered

Which usergroups can access which blocks and modules is set in system admin -> groups -> Anonymous [edit]

The usergroup combobox in the "Blocks" section is just a filter.
