XoopsGallery - only admin can add album, not registered users with only access rights

My registered users do not see the link to add a new album in Gallery in spite of the appropriate rights being granted in "Groups".

The link will appear if I grant module admin rights for Gallery but not if I just grant module access rights.

Does anyone know what needs to be done?
