there is fantastico,
xoops installation is very easy from fantastico

unlimited php,asp,.net,jsp hosting
unlimited webspace
unlimited bandwidth
unlimited pop3 emails
starter fee : $1.66/month

How can you host in $1.66.
This plan does not have control panel nor mysql.
How can he give Fantastico without cpanel and XOOPS without mysql.
