Does anyone know how to remove who posted the topic in the recent topics block?

just edit the template

if you mean news module go to

modules/news/templates/blocks/news_block_new.html

for example
remove this (<{$news.date}>) from the template then update the module from modules admin
the new block will show only the name of article without the date

or clone your default template set from template admin
