Ok i checked the xoops.org and I see that there are very few languages avialable. I need my project to be able to be seen in both english / spanish but I see no spanish language pack.

Also does that mean that every module must be in spanish as well?

And yes you must have the Spanish language packs for each module you need.

You can also search to find language files for most modules, and quite a few already include Spanish language files.
