can someone create a new Meta-Tag Module?

Including the following features:

1. Titles for modules, articles, forum topics and sections In title tag.
2. Keywords taken from pages.
3. Words less than three letters used as disallowed.
4. The ability to disallow certain keywords such as people trademarks or swear words.
5. Duplicate keywords disallowed.
6. The abilty to add other Meta-Tags not featured in Xoops.


Titles would go something like:

Website name - Section title - Post Title

There seems to be quite a big demand for this type of module.
