webmaster user gets no privs?

I set up a user and set Rank = "Webmaster" in the User Edit section. But when we log in as that new user, no Administration Menu is available and none of the special blocks are displayed that I set up for that Group. Only when we log in as 'site_admin' does that stuff show up.

what gives?

The rank is just that - rank. No special permissions are granted based on ranks.

To allow them to get the administration menu, you need to assign them to the Webmaster group in System Admin -> Groups -> Click on Webmaster group.
