Problem with Chat MX

I just installed chat mx and I am having a problem with it. Everyone talks about turning register_globals on in the php.ini file. I have looked everywhere in XOOPS and I cannot find it. Is this a server file??

php.ini you will find in Windows folder (if you are using Windows) and "register_glogals = off" in my file is in 312 line (so you have to look somewhere close to that.)
