Yipes, ok.
First thing is to check the install docs again and look for the part about "chmod" specific directories. There is an "INSTALL.html" file and images directory in the download file of XOOPS you have "/docs". You can run it directly off your harddisk.
If you don't have direct access to the server then you can use your FTP client to make the chmod changes required. The server has to write files for uploading anything and for caching while running.
To create the info.php file simply create a file with any text editor like wordpad or whatever comes with Windows if you are using that. Put one line in it:
Name the file anything like "info.php"
Save/copy this file to your server and run it:
