I have successfully installed and configured parts of xoops. Now what i am confused about and what i want to actually do it make the site open. Basically any visitor can just come on the site and read the news etc. No need for registration. If he wants to, he can register, otherwise he gets to view, post (admin should approve).

Kindly let me know if this is possible (i think i remember seeing this somewhere who was infact running an older version of xoops).

Of course it is possible. Just give 'Module Access Rights' to the 'Anonymous' users group for every module. You may also have to adjust some modules accordingly, like the 'News' one, to accept submissions without approval.

PS: Please note that I wrote 'Module Access Rights' and not 'Module Admin rights'

Go to System Admin -> Groups and check or uncheck the modules you want to give to both anonymous and registered users.

k i was successfull (and unsuccessfull). I was able to make the sections appear when a non logged in user (anonymous) visited the site, thx to your help. Now there was a section below that which said which links should come in which column, only links were mentioned inside the left column, center and right was empty. I had removed the login section from there and logged out. Now i can't login back, how do i do that ? which is the login location ? please help ???
