I see on the top page main page of site there is a message above everything else in the center that says:

How do I get that on my site? using 2.0.5.2

All you have to do is make a custom block and make it visible in the top page.

Adding to Chado's post if you want it up the top sometimes you have to change the weights of your blocks

and possibly even change the theme (x2t places center-center blocks under main contents)

In the map extra from XOOPS there is an theme.html file from the theme x2t with the center blocks on top... Just a note.
