User Ranks Settings

I deleated moderator and webmaster ranks so i could rearange them from highest to lowest and ad new ranks but now they are not showing up on the forum........

was the name of each rank suppose to be
moderator
webmaster

was there caps anywhere why is this doing this to me.. i have set the special rank option on also but it is still not showing.
