Could not write into mainfile.php once more!

I reinstall Windows on my computer...
Now I'm trying to reinstall xoops.
But it gives me the following

Could not write into mainfile.php
Warning: copy(../mainfile.php): failed to open stream: Permission denied in D:\html\install\class\mainfilemanager.php on line 52

What's is wrong?

First, Are you SURE the file isn't read-only? (Right mous button, and then Properties)
Second, The path of XOOPS must be in forward slashes, even in windows systems, is this the case?
