Why cannot assign forum member to Moderated?

My XOOPS is version 2.0.5.
I install a forum module normally, but when i assign my forum member to be a Moderated, he still cannot kill post form that forum??
How can i do that??

I have encounter the same problem before when set up the server using Windows. But after I change my platform to Linux, the problem is solved with the same version of XOOPS 2. So I think the problem may due to the php of Windows.
