If you have a lot of forums under Newbb, adding moderators can be a bit tedious. To do it you have to goto Administration menu -> forum -> edit forum. Then you have to select the forum you wish to add a moderator to and click on the edit button. From the moderators section select all the user(s) (select multiple users by holding down Ctrl or Shift) then select save changes when you are finished. The users you selected should now be moderators, repeat process for each forum.
