hello ultimate,
if you install XOOPS with the xoops-installer all
permissions are set right, if not you get get warnings within the install proc.
after install you logged in to your site right?
then you go to the link Administration
the first thing to due is in the cpanel / system admin/ groups / Webmasters modify / and set in
-System Admin rights- the marker in each square
then page down and click -update group-
it is also importend to save time by time or befor you due changes in the cpanel/admin-panel a file witch you find in the folder cache with the name adminmenu.php.
both steps prevent you from further problems typical done by beginners faults.
then you have to play around with modules ans so on.
