How to make a similar website

I want to make a series products documents download page, in the row are VS. competitors' model related documents. I found a similar website which is made by xoops, but now idea what kind of theme, template,module,plugin is needed.

It seems to me that it is a custom module/solution.

There are two ways to accomplish it:

a) if you want to get the data dynamically from database, you would need to write a module (or get somebody to write one for you)

b) if the data is static, you can create a HTML page manually, and then display it in XOOPS

Is there any download module support matrix available? if so I think that's what I need. I think that website use some module by look into the page link as below:
