"number of letters" works
in the block options "template" you need to select "extended" or "fade-in"

truncate works also perfect.

I tried it out with this publisher version
http://sourceforge.net/p/xoops/svn/HEAD/tree/XoopsModules/publisher/trunk/

number of letters does not work
Truncate does not work

in Latest news Block:
I need to display up to 150 characters
& in title display up to 80 characters

have you selected "extended" in the "template" option of the block?
