Xoops 2.5.5 bug in "turn site off" page?

I temporarily closed my site ...
http://www.healthinnovation.it/index.php
but Xoops don't load xoops.css file, giving me error 404 (not found).

It exists and I deleted all .htacces files, why Xoops not find the file xoops.css?

The problem is on my site or in the file browser.php?

I thought I was the only one with this problem. But it working on my local test installation. I have upgraded my site a few times. I suspect a bug in the upgrade script.

Clear cache folders and upgrade system module doesn't help.

the system/templates/system_siteclosed.html template is using browse.php?xoops.css, but i believe that is used for including files from the xoops_lib folder (and that is causing the error).

I would just edit the system_siteclosed.html file and replace that line that includes the xoops.css with.

Yes i noticed that but it is intended by xoops core team to read the css from xoops_lib directory.
But i dont know the reason.
