Hello again,
No effect when changes are added to above mentioned file.
If fact I can change the whole file to just

<div><div/>

and nothing changes in the block so I now suspect it is not even the right file.

Changes applied to the the maquee_block_maquee.html file under

themes/mytheme/modules/maquee/block

and

themes/mytheme/modules/maquee/

Is that the correct file(s)?

I found a Javascript widget in custom block solution that works perfect for what I need to do with this so it makes no sense for me to continue to spin my wheels with Maquee. For whatever reason this block just didn't play well with my theme.
