I have the same problem here, but while installing/updating the module. Checked db but its utf-8 as well in global.php.

I checked locally.
Installed news 1.66 on xoops 2.5.0->ok
upgraded to 2.5.1->ok
updated the news module->error
http://localhost/modules/system/admin.php?fct=modulesadmin&op=update&module=news

it must be combi of 2.5.1 and news 1.66

anyone found something yet?

It seems the template files of the module in the themes folder got changed some way.
They had indeed #039; in the file instead of '

The reason some people have this problem and some don't have to do with what templates are selected and if you are using an old template then you don't run into the problem.

As the edit describes in the above post... two files were corrupted in the News 1.66 template...

news_block_randomnews
news_block_top

I cut and paste

<{if $block.sort=='counter'}>

from an older version template on top of the code dictated by the messages and got it working...

I have a problem in all my site with news 1.66 and xoops core 2.5.4.
I did not see if you have already reported this error.

I am set date dd/mm/yyyy but if i modify a news and the "Set the date/time of publish" is able, when submit the news date in "Set the date/time of publish" is displayed mm/dd/yyyy. Only in "Set the date/time of publish" is wrong.

I read in this thread
the date can not be translated with php strtotime().

As modify submit.php all strtotime functions?

The format displayed on submit form can be set in root/language/youlanguage/global.php _SHORTDATESTRING

Yes i know, is it setting to j/n/Y.
If i modify a news, show in "Set the date/time of publish" date format dd/mm/yyyy.
After submit news changed date in mm/dd/yyyyy.

I try change _SHORTDATESTRING but don't resolve the problem.
The problem there is also in the module AMS

Please can you try with setting date j/n/Y?
i can not set American date.

In previous xoops releases modules AMS and news had no problems.

Hi Roby, You may have to clear your browser cache. It seems like the old js file is being used instead of the new one.
