XHELP Module - Registered Users cannot create a ticket

The Admin is the only user that can create a ticket. Any Registered user cannot create a ticket after logging in. What am i doing wrong? Running Xoops 2.4.5 MyPHP 5.0

Problem solved. It was a hosting pop mail server issue.
