So, in that case you have to go to template manager and do your changes there, changing files will not refresh database custom templates.

BTW, template manager is deprecated on 2.5. You should use theme overloading, just use theme_name/modules/module_name/template_to overload.html or
theme_name/modules/module_name/blocks/block_template_to overload.html
