Need Blocks Admin Module for Xoops 2.3

I'm using XOOPS 2.3, but I see there is a Blocks Administration module for XOOPS 2.2 https://xoops.org/modules/repository/singlefile.php?cid=101&lid=1585

Can this module be adapted to work with XOOPS 2.3?

Is there an alternative available already?

I desperately need the function offered in this module. A variety of people will be updating different sections of the site, and I need to add permissions for them to access their area of responsibility.

What you need is GIJoe's AltSys module (works with XOOPS 2.3.x and likely 2.4.x). It allows you to work with blocks and templates much more easily and you can set permissions to access that module just like other modules.
