Ok, this is my problem.
I have 2.0.18 site (also later will upgrade one more 2.2.4) and when I upgrade (locally for now) everithing pass well. New 2.3.3 XOOPS looks ok, but all text is lost where is used croatian special caracters like ž?.
I tried several times to use UTF-8 general_ci, and some other options for conversion of database but with no success.
If I use upgrade without change, I get ? char for all croatian specific characters and this would be big work to change all chars manually. Easier would be new fresh install and copy and paste from old site.

Any sugestions?

Find the file language/your-language/global.php

At the bottom of this file you'll see a setting for the default character set and language. Edit this and make it the same as your previous 2.0.x settings (same setting in same file).

Yes, that would be one solution. Not best one, but hope this could work. I want convert all my (clients) sites to UTF-8 because of future upgrades.

Hi, I have the same problem. I had only one language setting (English) and everything was OK before I upgraded. All Finnish characters (äåö) make rest of the data to disapper. I changed language settings to
define('_CHARSET', 'ISO-8859-1');
with no help. I checked that my mysql-database is set on Finnish...
