Can XOOPS be used to build a website like this?

I'm looking to have a website built for a property management company.
Basically, it needs to be able to create PURL's so if someone has a new property for a property management they can create an individual website for their property.
So, for example:
If the property managers name is Bob Adams,
They can create BobAdams.com (for their property management site) and then if they get a property that is 123 pine street it would be
123pinestreet.bobadams.com
Does this make sense?
Can XOOPS be used to do this?
Secondly, any idea on how much something like this would cost.
And where can I find XOOPS programmers, or people here?
I can provide more details and have a powerpoint for this if someone is interested in learning more.
I apologize if this is in the wrong area. Someone proposed doing this website on Xoops, so this led me here to research this.
