How do I create new PHP pages for unique content linked to my nav bar

you can use a content module like dh-info or something else
you can find content modules in the download section

or you can add a custom page explained here
then you have to use the multimenu module and link it with it

How do I get it to come up in the "Visible In" list in the Preferences Edit a block?

You can try one of the empty modules:

Fantome: http://tutos.xoofoo.org/modules/mydownloads/visit.php?cid=2&lid=75

Dummy: http://xuups.googlecode.com/files/XOOPS2_mod_dummy_0.1_trabis.zip

MainMenu Link: http://dev.xoops.org/modules/xfmod/project/?mainmenulink

for the Fantome and Dummy you will have to dublicate the module for each section you want.

for Dummy you will have to edit the dummy/index.php file and/or dummy/xoops_version.php
