bounced logins.. 2.3 & 2.018.2

trouble with both versions login and click on Admin.
I get bounced. not everytime, I have checked permissions,chmod, cleared cashes tried custom sesions. I was having this problem with 18.1 also. thought .2 was the solution with the new session.php but...no. can someone point me to a solution...frustrated
