I have been looking around for a new CMS system.

I did not see a way to offer memberships with different levels of membership. Say one member can view page 1,2 and 3. While another member can view those pages plus pages 4 , 5 and 6. Is this possible.

Also are there members who offer their services. I understand this is a paid process.

How does XOOPS compare to Joomla, Mambo and Drupl

You can do that with XOOPS and most "content" modules using user-groups. I'm not sure if you can automatically assign users to different groups at the time of registration, though.

Yes, this would need to be done at registration as we will have various paid membership levels. Each membership level will have specific content they will be able to access.

Consider thirdeye's "Subscription Module".
It promises what you need.
