I'm using XOOPS 2.3.0. When I register as 'testuser' and go to Edit Group, 'testuser' is not available to be included in any of the groups. How can I get the user to be assigned to a group? Can you help me?

Probably your test user was not activated (in case you have used the traditional register way from front page).

Go to your admin and hit "edit users". Choose your test user and click edit. You will be asked if you want to activate him. Reply yes and edit his account. You can set his groups from there.

Next time create a user directly in administration page.

in admin>system>edit users

there is a form to create one.
