I am currently using the Content Module with custom page headers and it seems like it is buggy and hasn't been updated in a long time. Is there a better module out there for static content that everyone is using that is better solution? Also, is there way to easily transfer my static content to another module if there is one out there that is better.

There are a number of them out there from the simple WF-Channel to the robust SmartSection. Check out the forums and the modules repository and try a few out. It depends upon your needs and everyone has their favorite. Good luck!
