Since a few months a friend of mine has a major problem setting up the group permissions in XOOPS core 2.2.3. Not only does it ignores the changes (when editing a user) but you aren't able to just change them as shown in the screenshot below

We have tried to uninstall/upgrade/update etc etc, but nothings works/helps. Am I overlooking something? Thanks for the input.
