Can I Change the admin side theme?

Is it possible to change the theme on the admin side?

I would like to change the header and the footer on the admin pages basically to fit with my user-side

Or is this change not allowed?

Yes this is allowed, you can freely edit, change or do what ever you wish with this software as long as you leave the GPL comments intact.

If you wish to change the admin side you will need to edit, XOOPS_ROOT_PATH./includes/cp_functions.php. There you will find what you are looking for.
