Xoops Upgrade from 2.13 to 2.0.17 / Problems

I tried to upgrade last night to "2.0.17" and followed the read me, but when I typed in my web address 4 diff ways added the "/upgrade/" after the adress I could not get the page to come up and got a page error. I typed in the browser as such:

I get a error and the update does not come up. Here is what the read me says that I followed:

Upgrading from any XOOPS ranging from 2.0.7 to 2.0.13.2 (using the full package):
1. Move the "upgrade" folder inside the "htdocs" folder (it's been kept out as it's not needed for full installs)
2. Delete htdocs/mainfile.php, and htdocs/install
3. Upload the content of the htdocs folder over your existing files
4. Delete the following folders and files from your server (they belong to an old version):
* class/smarty/core
* class/smarty/plugins/resource.db.php
5. Empty the templates_c folder (except index.html)
6. Ensure the server can write to mainfile.php
7. Access <your.site.url>/upgrade/ using your browser, and follow the instructions
8. Write-protect mainfile.php again
9. Remove the upgrade folder after use
10. Update the "system" module from the modules administration interface

Please tell me that you deleted mainfile.php from upgrade package and not from your website......

What does the error message say?

I would expect you to have uploaded the files to the folder that corresponds to www.ratz.fatpipeshosting.com/xoops/, which is the url where your site displays. The upgrade folder would go under the XOOPS folder.

Be sure you are uploading the content of the htdocs folder and not the folder itself

Yes, I uploaded the contents of the htdocs folder and let it over all files it asked of.

Looks like it's working now...... at least, there's no error message and I can see your Forums.

I have it set so unregistered visitors can only see that part of the forum and it is my start page. New user cant register, not even with automatic ok and no E-mail verification needed. The get the error on final submit button:(Could not register new user). This is why I am trying to update to 2.0.17, what you are seeing is 2.13
