How to reference a custom block in a URL

I would like to (if possible) display custom blocks based on a URL reference. That is, I put the content in custom blocks and then use a menu (like multiMenu or IMenu) to link to the custom block and display it.

I am not sure if I understand your question 100%, but you might be looking for something to wrap your static content? If so, there are a few modules to use for this, such as Pagewrap. You can actually clone Pagewrap to use in multiple instances. Each page of content can be called as a module, thus being linked easily by your menu as well.

You might also like the Mastop Publish module.
I don't know.

I have been using tinycontent and it has a page wrap feature.

I wonder if there is some way to hack a theme or something so that the content can go in the center block and a related block can go to the right?

Otherwise I will need to make all my center block content modules right?
