Here is what I am trying to do. In my website, I have a section for County Administrators for genealogical information. I want the county administrator to only have access to edit their county. Anonymous users will have access to view.

Example, John is the county admin for Calhoun County, West Virginia. He should have full access to create, edit and delete content for Calhoun County, West Virginia.

I tried creating a new Group for County Admins, however I could not limit by County.

Any suggestions how I can accomplish this? Thanks for your help.

1- a solution:
first you should create a group for each County
second perhaps you can use a Conetnt module allows you to create "Categories" and assign each group to Category.

2- the better solution ( Me choose)
install "Article" module by phppp ( Not Articles they are different).then simply create a category for each County and add a user as a "Moderator" to that Category.
