I have never seen this online before (my request)...

I would like to be able to restrict areas on the website. Members may try to gain access by taking a quiz. The quiz can/could be configured to show questions one at a time. The users results determine if they can be allowed to enter (upgrades permissions?) If they fail then they cannot retake the quiz (if setting is set).

So each time a user passes a series of questions their permission can increase or get points.

Each quiz can contain unlimited questions/answers.

So to recap.

1. Create quiz, enter questions/answers/points.
2. Choose if quiz allows access to new section or if it gives points to user in user profile.
3. Choose if quiz can be retaken or is 1 time only per user.
4. If using points in quiz allow option to show top scores (like a point ladder) in a page.

is any of this possible? I've searched dozens of cms and not seen anything like it before.

Its an interesting idea... but I don't know if anything exists to do that yet.
