A full description of the issue:

I get the following error message in Step 2 of Filemanager's initial setup, "writing user database." I also sometimes receive the same message if I click my browser's back button during the setup process; if I click the module's back button, I also get the same message.

FIXED

Sometimes when trying to go back while setting up Filemanager, I get the notice, "The page you are trying to view contains POSTDATA that has expired from the cache."

I have already contacted my server host about it and they said there was no problem on their end. I also have other errors showing up during debug mode in various places, i.e. in the System module's preferences page--but these errors seem totally unrelated to the Filemanager setup process.

I tried uninstalling Filemanager, deleting it from my server, and re-uploading it file by file and then installing again, but it still fails during the installation setup process. Note that this is the installation SETUP--that is, after I have actually installed Filemanager as a module.
