Moving blocks from Admin Page

Is there a way to move a block from the admin page to the log-in page. There is no "log-in" page in the 'Visible In' on the Blocks Admin page. I want to have a "Welcome to..." block of copy on the log-in page. Version 2.0.16

Create a Custom Block that appears for anonymous users.

To see such things go to http://thewinejournal.net, view it as unregistered; then register and see the page as after you login, you'll note the differences.
