Custom Blocks In Admin Area

It was no problem to put custom blocks in the admin area on XOOPS 2.2.Recently, I changed to XOOPS 2.0.16 and I'm wondering why it won't allow me to put a custom block in the admin area anymore.Used to be able to do this when creating a custom block when it asked where you would like the block visible.

Did i miss something?
Is there a way I can do this?

No - this was a feature of 2.2 - not of 2.0

This is possibly going to re-appear in 2.3 or later.
