article has many blocks.
what block you use and have this problem?

i saw it on "articles" block
but anonymous users (and maybe also registered i didn't test) can see the block
webmasters can't!
and i ensure you i setup permissions for webmasters
i sent you the images via mail
...

oh yeah i forgot!
i received your email but it desnt show groups permission to block. you sent me the general blocks page.
you should send the "edit" block page.( the "edit" for one article block when you click on "edit")
i posted the structure of url in my last reply

in the e-mail you have received there are two images attached...
the first one is the general page of blocks
the second one is the one you say, the single block edit page
...

again im sorry i didnt see the second image.

what is your article version?
maybe its a bug!
works fine for me but in "URL rewrite" enabled.
i myself cant turn off "URL rewrite" in preferences to see if i have the problem.

i have url rewriting enabled too (even if i can't see any change in the url)
