I'm happy to see some of the great features of 2.2 get modularized for 2.0.x. Another great feature I've always liked is the blocks menu in 2.2. It's much easier to work with.

You mean the administration area navigation?
Yeah, a revamp of that would be nice, but since it is a major part of XOOPS 2.3/2.4, I wouldn't bet on anyone in the core development team spending too much time on that.

It is naturally possible to change things in that area, but it will always be a core hack and thus less resilient to changes in the core.

also template management.
now im using "Altsys" a module from Gijoe for this purpose.it has a changelog for differences between file itself, default , clone1 , clone2 , ...
this module even can modify default tepmlates.

Although modifying default templates is very easy with 2.0.14 upwards

yes in 2.0.14 you can change templates for each theme.
but it can not do what "altsys" can:

- you can not change templates in your site admin. you need to change&upload your templates.

- you can not see your changes! diff from main template file and ...

- you can not change a template for "ALL" your themes.

I was actually referring, specifically to the blocks menu in 2.2, where you can change/add/modify blocks. It seems to me much easier to add blocks and change weight using XOOPS 2.2 menu then using 2.0.16, granted that the new version now allows for more positions to place blocks.

Perhaps look at SmartBlocks?
its goal is to provide the add/edit/delete blocks functionality of XOOPS 2.2 with a nicer interface with better overview of visible and not visible blocks on a page.

Do you have a list of which pages specifically make use of php 5 code? One of my hosts allows me to switch between php 4 and 5 by changing the file extension;
.php -> php 4
.php5 -> php 5
I was thinking of going through smartblocks and checking it myself, or do all files use php 5?

Almost all of the pages require PHP5 - you should be able to override the settings, at least on Apache, so all .php pages are considered as PHP5 pages with this line in a .htaccess file:
AddHandler application/x-httpd-php5 .php

I believe a similar trick works on Surpass as well
