I've got SmartSection 2.12 RC1 on my site. I upload files from the admin interface by creating an article and them editing it. At the foot of the page is a button which says "Upload a new file". Browse to it, give it a name and a description and off you go.
All you need to do is make sure that the file type is allowed (under "mimetypes"), that you have permission (you should have as webmaster) and that the file isn't bigger than the maximum you've set in "Preferences".
