Hi can I create block in other pages except index page?

In the blocks admin page click on edit by the block you want to show. You will see a section there for "visible in" select the pages there you want the block to show. Use "Ctrl - click" to select more than one page there.

Tnx, Ive got to apologize, Im having problems on how to make a blank template page, I want to add a link in main menu which will link to that blank template?

If you want a wrapped, or blank page to edit you would need a module like "content" or "tinyD" that will create links with it's own manmenu entry to the pages you want.
