Is there any documentation for installing XOOPS CMS and/or timesheetxoops on windows? How is thte manafest installed for windows and where? What is the $database_password_function, it is call in the database_credential.inc? What is it looking for?

download WampServer and you can work on localhost with all features of server like php, mysql. is this what you mean ?

I have xampp installed and working. I know how to use it. But I can not install this with the install.sh which is for linux.

I never see the panels the documentation is showing.

Hi,
I never used this module, but there is ORIG_INSTALL.txt file with it. I guess you should follow the instructions for manual install...

I have no problems running this module with Xampp. Check your XOOPS version as I believe timesheetxoops will only run on 2.0 and installs as any other module. I believe most recent version is 1.23 available here.. The README file in the package contains the install instructions.
