Anyone to design "modules" have function of poll?

if i want it's including the following:

1. user create/request the contents (topic,poll...) and upload pictures with admin approval need
2. different group allow more than one vote/multiple votes
3. the group have individual way of statistical and summary
4. create the html and comments in the poll content
5. show any blocks with index (for example "hot topic",
"hit poll", "Max vote" "vote daily" "vote weekly"...)

Actually, I'm not clear the function of modules but the above items as i need
any suggestion very much appreceated!
